Subject: Re: Thank you for Providing Letter
I first of all want to thank you for emailing me to include me. I started Sex Workers Anonymous in 1987. We are worldwide now.
Because of the calls I was getting from Nevada victims of trafficking who are unable to get help from the "system" here, and because I was unable to get the cooperation from people in the "system" that normally help me with trafficking cases in all other states but Nevada, I moved here in 1996.
There is a difference between someone who wants to quit the sex industry, and needs support vs. a trafficking victim who needs help to escape their situation, and find recovery from their ordeal. I used to get maybe one or two calls a year in 1987 when we started from trafficking victims. By 1996, I was getting 20 calls a year from just Nevada. By 2007, I was getting 300 calls a year from trafficking victims in Nevada alone. I have been unable to get any help with these cases from groups like ATLAS that received over $870,000 for that year to help victims. I even have emails to prove that Terri Miller was refusing to help us on cases I've saved despite the fact she spent all that money on things that had no direct impact on victims here whatsoever.
This is why we broke off and formed Trafficking and Prostitution Services in 2007 - because I can't do some things "officially" under the traditions that guide the operation of a 12 step program. But the calls are still coming in more and more every years from trafficking victims in Nevada to us.
Now we have the Southern Nevada Sex Trafficking Task Force that's also received another $870,000 in money to help victims - yet I can't get a phone call or email returned from them despite me trying to access them to see if we can get help with the still rising number of calls we're getting from victims right here in Nevada almost every day now. I even have an email from Metro officers such as Karen Hughes telling us to "take her off our email list". I have Nevada's Assembyman, John Hambrick, who is writing bills for Nevada's trafficking victims, has repeatedly refused to meet with me, appear on our radio show, and now he's even denying meeting one of our members, and a Nevada trafficking survivor, who came to the legislature on Monday to speak about her experiences first hand and to deliver our letter of experiences and suggestions on behalf of trafficking in Nevada.
I appreciate the offer - but I don't have any way to get from Vegas to Carson City. I don't have airfare and I don't know anyone that will pay to send me up there. Our victim/survivor who lives in Carson City is very very "fragile". She's only been able to find our group recently. We've tried for years to get the Nevada courts, and the Mental Health Dept. that she went through for her first two years of recovery - to provide prostitutes and trafficking victims with referrals to our programs, which are proven effective for decades now with this target community to no avail. She was desperate enough to go on the internet recently to find us because they were unable to help her heal from her experiences. While she was surprisingly strong enough to appear on victims' behalf on Monday - I have no idea if she'd be strong enough to appear again. She also doesn't have the years of experience of working with the 1,000's of Nevada victims now that I have either that can be spoken about at this hearing.
I can ask her to attend - but there's no guarantee. I also don't know anyone that would arrange to get me up there. Greyhound doesn't even go up there anymore from Vegas from what I understand. We used to have victims come down to me on the Greyhound - but then they cancelled their routes from one end of the state to the other.
I've already asked our Assemblyman, John Hambrick, for assistance to get up there in the past and he's refused to help me get up there. Despite all the fund raisers that have been held to help trafficking victims in the state of Nevada - I haven't received one dime of assistance from any of these efforts and I'm out of work due to being on SSI disability from a stroke I suffered because of the stress of this work is what my doctor's told me.
I've even received death threats, as well as a few other types of threats, and I've suffered through some extreme acts of intimidation and retaliation for my work in this area from uniformed Metro Officers, judges, friends of brothel owners, brothel owners, traffickers, etc. When there were hearings up there a few years ago on the subject of brothels being allowed to pay sales tax of some sort - I had a uniformed police officer, a local business owner, and two other unidentied men show up at my home with a moving truck "informing" me that I was going to leave Nevada state entirely by sundown "or else". The illegal "eviction" order was signed by a local judge in Nevada. Having to escape this event - I was unable to attend that hearing and I'm sure the date of it was scheduled so that I would not appear at that hearing. So I'm not even sure if I would feel comfortable coming in and out of such hearings without having security arranged for me beforehand. When I gave the press conference I did on Trafficking in Nevada in 2007 - I had security arranged for me beforehand by Melissa Farley. This however didn't stop someone from completely demolishing my car back at my house shortly after this press conference - despite me living in a gated security guarded community with even security patrols on the premises 24/7.
Is there a way I can be involved via webcam? I have a webcam and I can link up your proceedings to me in a multiple connection or conference call using either Google Plus or Skype Messenger Plus. I would feel a lot safer this way also.
Thank you for any assistance you can provide on this matter.

Dear Ms. Williams:
Thank you for providing your detailed letter about sex trafficking and the difficulties of escaping it to the Nevada State Legislature. My name is Craig Hoffecker and I talked to you on the telephone at some point in the past, in case you remember me.
As you know, it is very early in the legislative session. Many bills will not even be introduced until around March 25, 2013. However, I did run a check of our bill draft request list using the term “trafficking” and was able to find the proposed measures listed below:
Assembly Bill 67- Establishes crime of sex trafficking of child or adults and includes other related provisions.
Assembly Bill 113- Establishes the crime of sex trafficking of a minor.
Bill Draft Request No. 679- Provides certain protections and services for victims of human trafficking
Bill Draft Request No. 715- Revises provisions governing human trafficking.
Text of bill draft requests in confidential until, and if, a bill is introduced in a House of the Legislature. However, please feel free to visit the Nevada Legislature’s website (www.leg.state.nv.us) to track the progress of the Legislature through the session and any specific measures you may be interested in following. Just for your information, both A.B. 67 and A.B. 113 are scheduled for a joint hearing of the Assembly Committee on Judiciary and the Senate Committee on Judiciary at 8 a.m. on Wednesday, February 20, 2013 in Room 4100 of the Legislative Building in Carson City with a videoconference to Room 4412 of the Grant Sawyer State Office Building, 555 East Washington Avenue in Las Vegas. The public will be able to speak to the judiciary committees at either location if you are interested in providing testimony. Here is a link to the agenda: http://www.leg.state.nv.us/Session/77th2013/Agendas/Senate/JUD/Final/235.pdf.
Thank you again for sending your letter. Please feel free to contact me if you have questions at 775-684-6745 or by email.
